Abstract

Software requirement prioritization is important for selecting and organizing requirements according to business value, stakeholder expectations, technical feasibility, cost, risk, and delivery urgency. Software projects often contain many competing requirements, but limited time, budget, and development resources make it difficult to implement all requested features in a single release. Traditional prioritization may depend on informal discussion or management judgment, which can create bias, conflict, and unclear decision-making. This article focuses on software requirement prioritization using stakeholder-based ranking by examining how customers, users, developers, testers, managers, and business owners assign importance to different requirements. The study discusses how stakeholder scores can be collected, weighted, compared, and converted into a final requirement priority list for release planning. The article concludes that stakeholder-based ranking can improve requirement clarity, reduce scope conflict, support better resource allocation, and strengthen alignment between software delivery and organizational needs.
